IBM Enters DARPA Quantum Benchmarking Stage C Toward a 2029 Fault Tolerant System

IBM cleared DARPA's third Quantum Benchmarking Initiative phase, moving from paper plans to independent hardware verification as it targets a fault tolerant Starling system in 2029.

Key points

  • IBM said on 12 October 2026 that DARPA selected it for Stage C of the Quantum Benchmarking Initiative, the verification phase where independent experts test hardware, systems engineering, and architecture claims for fault tolerant quantum computing.
  • IBM Research director Jay Gambetta said IBM still expects its first fault tolerant system, IBM Quantum Starling, in 2029.
  • Stage C shifts the conversation from roadmaps to testable hardware evidence.

What changed

IBM said on 12 October 2026 that DARPA selected it for Stage C of the Quantum Benchmarking Initiative, the verification phase where independent experts test hardware, systems engineering, and architecture claims for fault tolerant quantum computing. IBM Research director Jay Gambetta said IBM still expects its first fault tolerant system, IBM Quantum Starling, in 2029. DARPA launched QBI in 2024 to judge whether an industrially useful fault tolerant machine can exist by 2033, defined as a system whose computational value exceeds its cost.

Why it matters

Stage C shifts the conversation from roadmaps to testable hardware evidence. For CIOs and national security buyers, QBI progress is a filter on which vendors get long horizon budget. IBM's selection does not guarantee Starling ships on time, but it keeps IBM inside the small set of companies DARPA is willing to stress test.

Who is affected

Quantum program managers, defense R and D funders, cloud partners reselling IBM Quantum, and chemistry or materials teams waiting on logical qubit reliability. Competitors still in Stage B must show why their verification path is faster or cheaper.

What to do next

Map your 2027 to 2030 roadmap assumptions to independent verification milestones, not marketing qubit counts. If you depend on IBM, ask account teams what Stage C tests will cover and which workloads remain pre fault tolerant.

What to watch

DARPA QBI public summaries of Stage C test plans and any dated IBM hardware demos tied to Starling components. The next verifiable signal is a DARPA or IBM dated update on completed IV and V tests, not another roadmap slide.
